Pulling the old condenser off the pad sounds like a parts job. State rules treat it as an alteration, and that single act drags duct leakage testing, charge verification and a thermostat upgrade into the scope of work.

Six boxes, about thirty seconds. You pick when to be called back, and that is when the phone rings.
Or call (213) 771-9221A failed component is not automatically a changeout. The useful comparison is the cost of the current repair against the condition of the matched indoor coil, the state of the line set, and whether the tonnage still suits the house. Rooms added, a garage converted to living space, west glass left unshaded or attic insulation flattened over decades all change the load the original installer sized for. Measure the rooms again before agreeing that the answer is a larger cabinet. Two houses of the same footprint, one near the water and one over the hills, do not need the same machine.
The energy code lists what counts. Replacing an air handler, installing or replacing the outdoor condensing unit of a split air conditioner or heat pump, completely replacing a packaged system, or installing or replacing a cooling or heating coil each trigger duct sealing and leakage testing. Any of those also forces the thermostat to be upgraded to a digital setback type if it is not one already. That is why a bid describing only a condenser and a coil is incomplete: the obligations attach to the whole distribution system the new equipment will breathe through.
Measured leakage has to land at or below 10 percent of system airflow, or at or below 7 percent when measured to outside. Miss both and every accessible leak must be sealed, then confirmed by visual inspection and a smoke test performed by the rater on that specific house. Sampling across houses is not allowed. Ducts, coils or plenums in a garage face a 6 percent target instead. Two exemptions matter locally: a duct system totaling under 40 feet, and one already sealed, tested and certified. Brittle flex duct in a hot attic frequently fails the first attempt, which is why sealing labor belongs in the scope from the start.
Refrigerant charge is field verified when a refrigerant-containing component is installed or replaced. For an air conditioner that duty applies in a specific list of climate zones, and the San Fernando Valley side of the city, zone 9, is inside it while the coastal zone 6 side is not. For a heat pump the verification applies in every zone, coast included. Where charge verification is required, the system also has to move at least 300 cubic feet per minute per ton, or 250 on small-duct high-velocity equipment. Same house, same brochure, different test list.
The municipal utility pays about $100 to $120 per ton on a straight central or split air conditioner meeting 15.2 or 16.0 SEER2. A qualifying ducted heat pump earns $1,000 to $1,250 per ton on the same schedule, and a ductless heat pump reaches as high as $2,500 per ton. Claims want a paid itemized invoice, matching equipment certification and the final approved permit, so the paperwork and the incentive are the same conversation. The federal side has closed: the home improvement credit is not allowed for property placed in service after December 31, 2025. New equipment has also moved to refrigerants under the 700 GWP limit, which shifted what distributors stock, but that is a footnote beside the testing regime.
Registered compliance certificates, the closed permit and the rater's results are the record that the system a buyer inherits is the system that was sold. An open permit surfaces at resale, at refinance and after any insurance question about unpermitted work. Keep the invoice, the equipment certification and the final sign-off together. A future technician reads that file to know what charge and airflow the machine was commissioned at.
Tonnage sets the base, efficiency tier adds to it, and everything the changeout touches decides the rest. A same-capacity swap on sound ducts with an accessible pad is the low end. A new air handler, replacement line set, sealing work after a failed leakage test, a panel with no spare capacity, or a coil buried in a tight closet all move the total. Every published range should show the permit and the independent test as their own lines.

Call (213) 771-9221Los Angeles Department of Building and Safety states that a mechanical HVAC permit is required for any installation or modification of heating and cooling systems. The California Energy Commission says Energy Code field verification and diagnostic testing apply through the Energy Code compliance program; depending on the work, HERS testing may be mandatory and properly permitted work triggers the required testing.
Why it matters: A permitted changeout is more than a condenser swap. The scope needs room for permit processing, inspection, compliance documents, and the appropriate third-party field verification or diagnostic testing. Leaving those items out can turn a low bid into an unfinished job that is difficult to document at resale.

The California Energy Commission’s climate reference lists Los Angeles Airport as Climate Zone 6 and Burbank as Climate Zone 9, and its compliance material requires energy calculations to use official hourly weather data adapted to local design conditions. Los Angeles-area system sizing therefore should use the property location rather than a single citywide rule of thumb.
Why it matters: A coastal home and a San Fernando Valley home can place very different late-day demand on a system. The load calculation, equipment capacity, solar exposure, duct layout and comfort expectations should be set for the actual address before an installer recommends tonnage.

LADWP’s Consumer Rebate Program says a residential HVAC applicant must have active LADWP electric service, apply after purchase and installation, and submit a paid itemized invoice, matching AHRI certificate, and final approved Building and Safety permit. LADWP may inspect and verify the installation, and program funding is limited.
Why it matters: A Los Angeles installation quote should identify the exact matched equipment and make clear who supplies the permit closeout and installation records. Those documents are useful whether or not a homeowner ultimately applies for an incentive; they show that the installed components and approval trail match the project that was sold.
